Cholderton and District Water Company

Introduction

Cholderton and District Water Company supplies on average about 0.6 Ml/d of water to about 2,500 consumers in the villages of Cholderton and Shipton Bellinger in Wiltshire. The Company's water supplies come from two deep chalk borehole sources one duty and one standby, the standby borehole was not used during 1999. The Company has one treatment works, and distributes water through 44 km of pipes and two service reservoirs, one of which is considered part of the treatment works and supplies one water supply zone.

Overall water quality

At the water treatment works, the service reservoir and in the water supply zone, the Company carried out a total of 512 determinations in 1999, all of which demonstrated compliance with the relevant PCV.

Microbiological quality of water leaving treatment works

The Company complied with the sampling frequencies required by regulation 17 at its treatment works in 1999.

Table 5.1 shows the Company's performance in 1999, with data for 1998 and 1997 for comparison.

There were no contraventions of the microbiological standards at the Company's water treatment works in 1999.

Microbiological quality of water in service reservoirs

The Company complied with the sampling frequencies required by regulation 18 at its service reservoir in 1999.

Table 5.2 shows the Company's performance in 1999, with data for 1998 and 1997 for comparison.

There were no contraventions of the microbiological standards at the Company's service reservoir in 1999.

Water quality in water supply zones

The Company complied with the required sampling frequencies for all parameters in the zone.

Table 5.3 shows the Company's performance for 1999, with data for 1998 and 1997 for comparison.

There were no contraventions of the standards within the Company's supply zone.

Inspection

An inspection of Cholderton and District Water Company was carried out by Mr A Hallas, Inspector on 15 November 1999.

On the basis of his findings and observations during the inspection, he concluded that:

  1. the Company had arrangements for sampling and monitoring that generally satisfy the requirements of parts IV and V of the Regulations;

  2. the Company's contractual arrangements for sampling, analytical and reporting services, as audited, were generally satisfactory and the contract was well managed;

  3. the Company's procedures for reporting compliance data were generally satisfactory except that all references to addresses on the public record should be removed;

  4. the Company had assessed the potential effect of Year 2000 compliance and there were no systems that are likely to be affected; and

  5. the Company had still to undertake some contingency planning to minimize the possible effects of third party failures.

    Mr Hallas made three recommendations and three suggestions in the light of the inspection for the Company to consider.

Improvement programmes

The Company currently has no undertakings in respect of improvement programmes.

Incidents

No events regarded as constituting incidents in which drinking water quality demonstrably deteriorated came to the attention of the Inspectorate in 1999.

Enforcement action

No enforcement action needed to be considered for the Company as a result of the Inspectorate's work in, or pertaining to, the calendar year 1999.
