27 INSET APPOINTMENTS

Introduction

During 1999 the first new licence to provide water supply under the Inset Appointment provisions in the Competition and Service (Utilities) Act 1992 was granted. On 1 May 1999 Albion Water (Shotton) Limited became the licensed water undertaker for Shotton Paper Company plc on Deeside. The supply is primarily for industrial purposes but some is supplied for domestic purposes and is therefore subject to the Water Supply (Water Quality) Regulations 1989, as amended. The Company commenced sampling and analysis on 1 July 1999 in compliance with the Regulations and in consequence the table contains the results for the last six months of 1999 and the whole of 2000. On 31 October 2000 Albion Water (Shotton) Limited changed its name to Albion Water Limited.

Albion Water supplies on average about 0.083 Ml/d to about 300 consumers in the Shotton zone. The Company obtains a bulk supply of water from Dwr Cymru Cyfyngedig from the Connah's Quay water supply zone. The Company supplies the water directly into its zone from a connection from the Dwr Cymru distribution system.

Overall water quality

The Company has no water treatment works, or service reservoirs and the Company is not responsible for any distribution mains as the Dwr Cymru distribution system feeds directly in to the Shotton Paper site. The Company's water supply zone complied fully with the relevant standards during 2000 with the exception of a single failure which was trivial.

The Company has no water treatment works and there is therefore no Table 27.1.

Microbiological quality of water in service reservoirs

The Company has no service reservoirs and there is therefore no Table 27.2.

Water quality in water supply zones

The Company complied with the required sampling frequencies for all parameters in all zones.

Table 27.3 shows the Company's performance for the whole of 2000 and last six months of 1999; there is no data for 1998.

The single contravention in the zone was considered trivial.

Inspection

Audit trails of three samples
Mr R M Walls, Consultant, working under the direction of Mr W M Waite, Principal Inspector, carried out an inspection of Albion Water in October 2000. On the basis of his report Mr Waite concluded that:

  1. water quality has been monitored by appropriate techniques. The Public Record has been maintained up to date.

Annual technical audit
Mr A Hallas, Inspector, carried out an inspection of Albion Water in a visit in December 2000. Mr Hallas concluded that:

  1. the delineation of the water supply zones, sampling arrangements and sampling programme are satisfactory;

  2. the pesticide monitoring strategy and monitoring for Cryptosporidium and Giardia were generally satisfactory but could be improved;

  3. the reporting arrangements were generally satisfactory but two minor deficiencies were identified;

  4. there were no procedures in place in the event of an exceedance of the PCV, however, the Company has subsequently taken steps to implement formal procedures; and

  5. the Company's Emergency Procedures Manual was generally satisfactory but could be improved.

As a result of these inspections, 11 recommendations were conveyed to the Company for formal response. The Company is taking action or has already taken action on all of the recommendations.

Improvement programmes

The Company currently has no undertakings in respect of improvement programmes.

Incidents

No events regarded as constituting incidents in which drinking water quality demonstrably deteriorated came to the attention of the Inspectorate during the final six months of 1999.

Enforcement action

No enforcement action needed to be considered for the Company as a result of the Inspectorate's work in, or pertaining to, the calendar year 2000.
