DATA RETURN ON MAINS RENOVATION FOR
S19 DISTRIBUTION UNDERTAKINGS COVERING THE PERIOD
1 JANUARY 1995 TO 31 MARCH 2000

Purpose

1. The purpose of this letter is to inform you of arrangements for making returns of data summarising the work carried out in fulfilment of the steps to be taken in discharging Section 19 distribution system undertakings. Data covering the whole of the period 1 January 1995 to 31 March 2000 are required. This letter also refers to a requirement concerning details of the identity of Water Supply Zones and sub-zones.

Background

2. Undertakings were accepted from water companies under Section 19 of the Water Industry Act 1991 to carry out the second tranche of quality-driven renovation (i.e. lining or replacement) of distribution systems for the period 1 January 1995 to 31 March 2000. This renovation work was due for completion by 31 March 2000.

3. Requirements for the reporting of data from each water company concerning distribution undertakings were set out in DWI Information Letter 4/96 and subsequent updates. Companies were notified in Information Letter 17 / 99 that the definitive return for the whole of the period 1 January 1995 to 31 March 2000 would be required by 30 June 2000. Details of the format required are set out in this letter.

4. Subject to satisfactory completion of Post-Renovation Assessment (see Section 11 below), this data return will

  • be a definitive statement of the actions taken to discharge the requirements of these undertakings,
  • enable the Inspectorate to confirm or otherwise that a company has discharged the requirements of its undertaking, and
  • enable the Inspectorate to confirm the position to OFWAT for financial settlement.

Data Returns

5. Complete, correct and timely return of these data is important, as the Inspectorate will use them to assess the adequacy of the steps taken to comply with the requirements of the undertakings, and to inform OFWAT of the extent of work carried out in order to meet these obligations. Please refer to the definitions provided in Annex A. The standard of returns may be assessed and reported in the Chief Inspector's Annual Report.

6. The data are required in electronic form. As with the annual data returns, the Inspectorate will issue standard spreadsheets to each company for use as a template for the relevant data. It is important that these are used without modification to their format. Returns not in the standard format will not be accepted, and will be returned to the relevant companies for correct completion.

7. In order to ease the completion of these returns, the format for this return will largely follow that used for the annual returns. However, there are differences to take account of the period covered. There are also important differences in the categories to which Water Supply Zones are allocated in Sheet B, and an extra column for similar data at sub-zone level in Sheet E.

Reporting Pre- and Post-Renovation Assessment

8. Companies should report results of all Pre-Renovation Assessments (Pre-RA) which have been completed. It is important that complete information is provided so that the renovation work concerned can be credited as contributing to the company's commitment in the undertaking. Results of Pre-RA should now be available for all renovation work carried out in the period of the AMP2 undertakings (except for schemes formally accepted by the Inspectorate as 'Non-Standard Schemes').

9. Companies should report results of all Post-Renovation Assessments (Post-RA) which have been completed. It is expected that results of Post-RA should now be available for all renovation work carried out in the period of the AMP2 undertakings, with the exception of

  • schemes formally accepted by the Inspectorate as 'Non-Standard Schemes',
  • schemes started within the last 2 years and not yet completed, and
  • some schemes completed in the last 12 months.

The last opportunity for reporting outstanding Post-RA data will be the next annual data return due by 28 February 2001. Schemes for which results of PPRA are not reported will not be credited to the undertaking.

10. If companies expect difficulty in meeting the reporting date of 28 February 2001 for Post-RA for a small number of schemes, they are asked to advise the Inspectorate of this beforehand. Arrangements can then be made for an additional submission to be made by 31 May 2001.

11. The methodology to be used to assess whether renovation work was justified and has been effective in dealing with water quality problems was set out in outline in Information Letter 4/96. The implementation of this methodology has recently been reviewed by the Inspectorate, with the assistance of water companies and taking account of work by Water UK on similar matters. Following this review, a more detailed procedure for appraising and reporting the results of PPRA has been issued in Information Letter 9 / 2000. Companies are asked to apply the procedures in Information Letter 9 / 2000 when completing Sheet E of the data return.

Identity of Water Supply Zones and sub-zones

12. In this data return, companies are asked to use the names and reference numbers for Water Supply Zones used in the latest accepted revision to the Annex to the 'AMP2' undertaking. Where changes have taken place in the delineation of zones, or in names or reference numbers, during the period covered by the undertaking, companies should have available a tabular list enabling all such changes to be tracked over each calendar year from 1995 to 2000. This list should include details allowing an audit trail of all sub-zones included in this data return. This list should be available for use by the Inspectorate and its Technical Assessors. There will be a requirement that future data returns include such a list. There will be an opportunity for consultation about the format of such a list, as well as the format of future data returns.

GUIDELINES FOR COMPLETION

General

1. Returns are due by 30 June 2000.

2. Data supplied should give the position on 31 March 2000.

3. Data should be supplied on all zones included in the Annex to each distribution Undertaking covering the period 1 January 1995 to 31 March 2000.

4. In order to simplify reporting for companies, the format used is generally the same as that used for annual data returns. However, there are differences to take account of the period covered. There are also important differences in the categories to which Water Supply Zones are allocated in Sheet B, and an extra column for similar data at sub-zone level in Sheet E.

5. References to the 'next' undertaking apply to that which includes all outstanding quality-driven renovation work identified in the Periodic Review 1999 process.

6. In recording renovation completed in all sheets, renovation work is defined as lining or replacement, as indicated in the Schedule to the Undertaking, and should exclude lengths of main abandoned.

7. In determining the outcome of PPRA, companies should apply the provisions of Information Letter 9 / 2000.

8. Companies should check all data before sending them to DWI; there may not be an opportunity to correct errors later.

9. Some of the data will be used to inform OFWAT of the extent of work carried out in order to meet the obligations in the undertakings.

10. Data should be supplied in the standard spreadsheet format provided by DWI on disc or by E-mail. Excel 97 is preferred; companies wishing to submit in another format are asked to contact Milo Purcell (020 7944 5993, Milo_Purcell@detr.gov.uk) or Paul Irving (020 7944 5988, Paul_Irving@detr.gov.uk)

11. The spreadsheet 'workbook' comprises five sheets. Data are to be entered by the companies in all areas of the spreadsheet with a heavy border. All relevant cells must contain the data required.

12. Please increase the number of rows in Sheets B, C, D and E as necessary to accommodate all Water Supply Zones and sub-zones. Please increase the number of columns in Sheet E as necessary to accommodate all methods of measurement. In doing so, please retain the cell formats.

13. Please do not alter the formats for the cells in which you are entering data, nor alter any other part of the spreadsheet, including the relative position of cells.

14. Before dispatch to the Inspectorate, companies must ensure that discs or E-mails contain data for the relevant reporting period and that they can be read.

15. The immediate consequence of any errors or omissions is that the company concerned will be involved in further work to correct the deficiencies. This will also delay the Inspectorate in carrying out its appraisal of the returns, and in sending relevant information to OFWAT. The Inspectorate may name any company whose performance in this respect is inadequate.

The whole of each WSZ in the Annex should be accounted for, including parts of the WSZ which are not to be renovated. Thus the lengths of mains and populations given here for sub-zones within a WSZ should sum to the figures given for that WSZ in Sheet C. However, parts of a zone which are not in the improvement programme may be aggregated for this purpose. (For example, if problems have been shown to be confined to two small sub-zones, and no S19 renovation work will be carried out in the remainder of the WSZ in this or a subsequent Undertaking, there could be an entry for 'rest of zone'.)

Definition: The total length (kilometres) of all mains in the sub-zone.

Definition: Enter Y or N depending on whether or not the Water Supply Zone is included in the Improvement Programme.

    Y: sub-zone which has received renovation in the AMP2 period or is likely to require renovation under the next undertaking;
    N: sub-zone which does not require renovation but is included in this sheet to complete coverage of the Water Supply Zone.

10Columns G - NProgrammeDates (e.g. Apr-98)

Definition: The company's timetable for investigation, assessment and renovation in the zone and sub-zone. All sub-zones listed as being in the improvement programme should have entries as follows. Where the WSZ is listed in the Annex for Investigation, the dates if the investigations at least to Level 2 should be given. Where the WSZ is listed in the Annex for lining and/or Replacement, the dates of investigation, renovation and Post-Renovation Assessment (Post-RA) should be given for those sub-zones where renovation may be carried out. Where a company carries out simultaneously investigations corresponding to levels 2 and 3, the appropriate dates should be entered into both columns. For definitions of levels of investigation, see DWI information Letter 16/97, Annex B. For all past actions, please give actual dates. For future actions, please give estimated dates.

Definition: Date of start of Level 2 investigations in the sub-zone.

Definition: Please distinguish between 'non-standard schemes' (i.e. renovation work appraised and justified using methods which pre-date the acceptance by DWI of the company's strategy in 1996 or 1997) and work assessed using methods in the approved strategy. Enter 'X' in this column for non-standard work accepted by the Inspectorate and listed in an attachment to a formal letter of acceptance. Where both non-standard and standard work has been carried out in a sub-zone, please complete a row of the spreadsheet for each.


Sheet E: Sub-zone Assessment Data

Please list all the Water Supply Zones (WSZs) included in the Annex to the undertaking covering the period 1 January 1995 to 31 March 2000 in the order in which they appear in the Annex.

Please report all results of Pre-Renovation Assessments (Pre-RA) which have been completed, as well as all results of Post-Renovation Assessments (Post-RA) which have been completed.

For each sub-zone which is separately assessed, data should be provided for at least one 'List A' method and at least one 'List B' method of measurement.

Definition: Please indicate the state of completion of work in the sub-zone, using the following categories:

1 No renovation was carried out in the sub-zone in the AMP2 period, and none is due to be done under the next undertaking.

2 No renovation was carried out in the sub-zone in the AMP2 period; renovation is due to be done under the next undertaking.

3 Renovation was carried out in the sub-zone in the AMP2 period but not completed; the renovation is due for completion under the next undertaking.

4 Renovation was carried out in the sub-zone in the AMP2 period, but PPRA was not completed; PPRA is due in Milestone 0 of the next undertaking.

5 Renovation was carried out in the sub-zone in the AMP2 period, but PPRA was not satisfactory; renovation is due in Milestone 1 of the next undertaking.

6 Renovation was carried out in the sub-zone in the AMP2 period, but PPRA was not satisfactory; however no further renovation is planned under the next undertaking.

7A Renovation was carried out in the sub-zone in the AMP2 period and completed; the scheme is on the list of Non-Standard Schemes formally accepted by DWI; renovation work is not due in the sub-zone under the next undertaking.

7B Renovation was carried out in the sub-zone in the AMP2 period and completed, full PPRA was completed and gave satisfactory results; renovation work is not due in the sub-zone under the next undertaking.
