DWI Information Letter 06/2005

13 May 2005

To: Board Level and Day to Day Contacts of Water and Sewerage Companies and Water Companies in England and Wales

Dear Sir or Madam

UPDATE ON THE RESTRUCTURING OF THE DRINKING WATER INSPECTORATE .

    Purpose

  1. The purpose of this letter is to update the water industry and other key stakeholders of organisational changes that are taking place in DWI. In April I wrote to you about the senior appointments. This letter outlines the next stage of the implementation.
  2. Organisation and Implementation

  3. In April I sent to you an outline of the new structure. This letter provides more detail of the areas of responsibility in the new Operations and Regulations Groups. We are currently recruiting new Inspectors to fill the gaps and we hope to have these posts filled by early autumn.

  4. The Operations Group has been set up on a regional basis, with the three Principal Inspectors and their associated teams having responsibility for specific groups of companies. Each company has a nominated Inspector, who will be the normal point of contact for operational matters. However companies will be approached by other members of the Group as the technical audit process rolls out. Current Inspectors and new Inspectors will shortly be approaching their companies to arrange handover meetings.

  5. Operations Group Inspectors and their companies are given in Annex A. A separate letter will be sent to day to day contacts outlining notification arrangements for events and Cryptosporidium anomalies.

  6. The Regulations Group has been set up on a topic basis. Companies should therefore contact the relevant Inspector, as detailed in Annex B, in the first instance.
  7. Enquiries

  8. Copies of this letter are being sent to Pamela Taylor, Chief Executive, Water UK; Richard Wood, Water Supply and Regulation Division, Department for Environment, Food and Rural Affairs; June Milligan, Environment Division, Welsh Assembly Government; Tim Hooton, Drinking Water Quality Regulator for Scotland; Randal Scott, Drinking Water Inspectorate for Northern Ireland; Chairs of the Regional WaterVoice Committees; Rowena Tye and Tony Smith, Office of Water Services; Tony Warn, Environment Agency; Nigel Harrison, Food Standards Agency; and Gary Coleman at the Health Protection Agency.

  9. This letter is being sent electronically to Board Level and day to day contacts. Please acknowledge receipt by email to dwi.informationletters@defra.gsi.gov.uk. Hard copies are not being sent but the letter may be freely copied. Any enquiries about the letter should be addressed directly to me.

Yours sincerely
