Regulation 21 (Regulation 23 in Wales) makes provisions for local authorities to charge fees for conducting certain duties under the Regulations. In England, although there is no maximum fee, the local authority can only charge a fee to recover their costs, which is the reasonable cost of carrying out the service (activity). In Wales the fee must not exceed the maximum specified in Schedule 6 of The Regulations (Wales).
