Water undertaker as appointed under section 6 of the Water Industry Act 1991 (as amended): Anglian Water Services Limited, with registered number 02366656 (hereinafter called ‘the Company’).
Assets Affected:
- TCWL3 – Candlesby Water Treatment Works (Candlesby Reservoir 2)
- YGRI – Grimsby Skegness Supply System
Details of this Notice:
- The Drinking Water Inspectorate (‘the Inspectorate’) has received a regulation 28(1) report of the Water Supply (Water Quality) Regulations 2016 (as amended) (‘the Regulations’) from the Company dated 01 January 2021, which states that there is or has been a significant risk of supplying water from Candlesby WTW that could be unwholesome.
- Consequently, this Notice is served on the Company by the Inspectorate on behalf of the Secretary of State, under regulation 28(4) for the assets listed above, for risks associated with:

- The Company are required to satisfy the following requirements.
The date given (the ‘date’) is that until or by which the requirements must be maintained or satisfied, as appropriate.
Requirements:
(a) To maintain the following measures for the period specified in each case:
- Regular review and update of groundwater risk assessments
Date: Ongoing for the duration of this notice - Carry out enhanced (weekly) monitoring for taste at Candlesby WTW final water monitoring point.
Date: Ongoing for the duration of this notice - Liaise with Public Health England and local authorities in the event of any breach of a health based standard.
Date: Ongoing for the duration of this notice - Carry out enhanced (weekly) monitoring at Welton Le Marsh source for additional parameters to monitor the effect on water quality of minimising the use of borehole 3. This is to include potassium, sulphate, fluoride, alkalinity, calcium, magnesium, nitrate and pH.
Date: Ongoing for the duration of this notice - Continue to undertake continuous online monitoring for conductivity at each borehole in both the Welton Le Marsh and Candlesby sources.
Date: Ongoing for the duration of this notice - Continue to undertake continuous online monitoring for conductivity at Candlesby WTW on the combined filter outlet.
Date: Ongoing for the duration of this notice - Continue to investigate any ‘saline’, ‘bitter’ or otherwise unusual taste detections at Candlesby WTW final water point.
Date: Ongoing for the duration of this notice - Report any ‘saline’, ‘bitter’ or otherwise unusual taste detections from Candlesby WTW final water to the Inspectorate.
Date: Ongoing for the duration of this notice - Continue to operate the boreholes feeding into Candlesby WTW to minimise the risk of the final water having elevated conductivity
Date: Ongoing for the duration of this notice - Continue to monitor customer contacts in the Skegness Public Water Supply Zone (PWSZ) for any reports of ‘bitter’ or ‘salty’ tastes and undertake further investigations as required.
Date: Ongoing for the duration of this notice - Report any saline’ or ‘bitter’ taste detections from Skegness Public Water Supply Zone (PWSZ) to the Inspectorate.
Date: Ongoing for the duration of this notice - Provide monthly updates to the Inspectorate for the previous months sampling results and updates on investigations.

(b) To review, revise or make operational the following measures, by the dates specified in each case:
- Minimise the need for Welton Le Marsh borehole 3, by changing the control philosophy at Candlesby WTW.
Date: Complete - Undertake groundwater survey and logging of Welton Le Marsh borehole 3 to identify if there are any actions or maintenance required within the borehole column.
Date: Complete - Continue investigations over the high summer demand period of 2022. Monitor the effects of the controls on the water quality via the enhanced monitoring sample results. Report analysis results weekly to a defined group, for timely identification of any trends or actions required.
Date: 31 October 2022 - Identify any additional long-term strategies to reduce the risk of any future taste detections in this area.

(c) To audit whether the measures have been effective by the following means:
- Define an audit strategy to monitor the effectiveness of the measures specified in sections (a) and (b).
Date: Complete - Implement, and keep under continuous review, the audit strategy defined in measure (c)1.
Date: Following completion of measure (c)1. onwards.
(d) Not to supply water for regulation 4(1) purposes from Candlesby WTW, or not to so supply unless the specified conditions below are satisfied:

(e) To provide the following information in the time and manner specified below to enable monitoring of progress towards the mitigation of the risks:
Provide a progress report annually by 31 January and against the following milestones:
- Submit the audit strategy for auditing the effectiveness of the measures, as specified in measure (c) 1.
Date: Complete - Outcome of the monitoring investigations and identification of long-term strategies.
Date: 30 November 2022 - Submit any revisions of the audit strategy produced under measure (c) 2.
Date: Within 1 month of a revision - Submit a report in the event that any completed measures of this Notice need to be altered in any way, for any reason.
Date: Ongoing for the duration of this notice - Submit a satisfactory completion report accompanied by a revised regulation 28(1) report with Board level Director sign-off.

Further Details of this Notice:
- Any product or substance used as a result of the requirements in this Notice must comply with regulation 31.
- Under regulation 28(6) the Inspectorate, on behalf of the Secretary of State, may by notice served on the Company, revoke or vary this Notice.
- Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Water Industry Act 1991 (as amended).
