Notice of Regulation: Seedy Mills Water Treatment Works

THE WATER SUPPLY (WATER QUALITY) REGULATIONS 2016 (as amended)

NOTICE UNDER REGULATION 28(4)

SOUTH STAFFS WATER: Seedy Mills WTW AMP7 upgrade

Seedy Mill WTW

THE SECRETARY OF STATE:

  1. has on 11 September 2018 received a report from SOUTH STAFFS WATER(the “Company”) dated 11 September 2018 (the “Report”) which states that there is or has been a significant risk of supplying water from Seedy Mill WTW that could be unwholesome.
  2. GIVES NOTICE to the Company under regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) that it must satisfy the following requirements:

For risks associated with:

  • Total trihalomethanes
  • Disinfection by-products
  • Customer acceptability contacts

Requirements

(a) to maintain the following measure[s] for the period specified [in each case]

  1. Operation of Seedy Mill WTW in accordance with Company policy, procedures and to internally agreed process parameters.
    Date: For the duration of the notice.
  2. Proactive management of Seedy Mill WTW and network to minimise formation of disinfection by-products
    Date: For the duration of the notice.
  3. Ongoing monitoring of regulatory and operational sample results, on line data including disinfectant levels. Enhanced monitoring for disinfection by-products in the network with trigger values.
    Date: For the duration of the notice.
  4. Monitor and track trends for customer acceptability contacts.
    Date: For the duration of the notice.
  5. Optimise the treatment processes to improve removal of organic carbon and to minimise concentrations of manganese, iron and aluminium entering the supply network.
    Date: For the duration of the notice.

(b) to [review, revise and/or make operational] the following measure[s], by the date specified below:

  1. Confirm appropriateness of identified solution
    Date: 30 June 2019
  2. Complete the planning, design and procurement arrangements for the construction of an additional filtration stage or agreed solution
    Date: 31 March 2020
  3. Complete the construction, installation and commissioning of an additional filtration stage or agreed solution
    Date: 31 March 2023
  4. Confirm need and if appropriate the arrangements for refurbishment of the existing clarification and filtration stages at Seedy Mill WTW.
    Date: 31 March 2024

(c) to audit whether the measures have been effective by the following means:

  1. Enhanced monitoring for DBP parameters at source and in the network.
    Date: For duration of notice
  2. Monitoring and tracking trends for customer acceptability contacts.
    Date: For duration of notice

(d) not to supply water for regulation 4(1) purposes from [TREATMENT WORKS OR SUPPLY SYSTEMS] [unless the conditions specified below are satisfied]

  1. n/a

(e) to provide the following information in the time and manner specified below to enable monitoring of progress towards the mitigation of the risk of supplying water that would constitute a potential danger to human health:

Provide a progress report annually by 31 January and against the following milestones:

  1. Completion of the evaluation of the existing treatment processes.
    Date: 30 June 2019
  2. Identification of the preferred treatment processes including catchment, treatment and network management.
    Date: 30 April 2020
  3. Planning, design and procurement arrangements for the construction of an additional filtration stage
    Date: 30 April 2023
  4. Completion of the construction, installation and commissioning of agreed technical solution
    Date: 31 March 2024
  5. Review the risk assessment for Seedy Mill WTW as required by Regulation 28(4) and subsequently submit a revised Regulation 28report accompanied by a signed board level declaration.
    Date: 31 March 2024
  6. Submit a satisfactory completion report
    Date: 31 March 2024

Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
