THE SECRETARY OF STATE:
- has on 20 October 2017 received a report from Southern Water Services Ltd.(the “Company”) dated 13 October 2017 (the “Report”) which states that there is or has been a significant risk of supplying water from Rownhams 1 combined,Rownhams 2, Alvington High and Brading water supply zones that could constitute a potential danger to human health.
- GIVES NOTICE to the Company under regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 (as amended) that it must satisfy the following requirements:
For risks associated with:
- Iron, Manganese and Turbidity giving rise to discolouration of supplies and rejection by consumers.
Requirements
(a) to maintain the following measures for the period specified:
- All planned work will be carried out under Safe Control of Operations (SCO) with an assessment made of the risk for discolouration before work is carried out.
Date: Ongoing, for the duration of the Notice. - Where the risk is high, customers should be forewarned.
Date: Ongoing, for the duration of the Notice. - The network will be operated to the principles of CALM networks where possible.
Date: Ongoing, for the duration of the Notice. - Any reactive emergency work carried out on the network will be carried out in accordance with the procedures detailed in the Water Distribution Manual.
Date: Ongoing, for the duration of the Notice. - Continue to proactively engage with the Fire Services with regard to hydrant use.
Date: Ongoing, for the duration of the Notice. - Respond as required to any PCV failure or customer contact in line with company procedures. Carry out an investigation to determine the root cause of the failure and identify any remedial measures required to prevent a recurrence.
Date: Ongoing, for the duration of the Notice. - Maintain liaison with Public Health England and Local Authorities where there is a breach of the prescribed concentrations.

(b) to review, revise and/or make operational the following measures, by the dates specified:
- Take and analyse sufficient additional samples for turbidity, iron and manganese throughout the year from the distribution network zones covered by this Notice, to supplement current regulatory monitoring.
Date: From 31 March 2018 - Agree trigger levels and associated responses with local health specialists.
Date: Complete - Respond to any breaches of the triggers in the line with the agreements made in step (b)2.
Date: Complete - Network Connections Investigators to identify, manage and enforce the misuse, waste and theft of water in more complex situations with external third parties.
Date: For the duration of the notice - Southern Water will designate the following DMA’s within the Rownhams 01 combined and Rownhams 02 WSZs where flushing cannot be carried out as high risk area for the purpose of safe control of operations. Any work in these DMA’s will be subject to an enhanced risk assessment; RW11 Belmont Road, RW17 Shirley Warren, Upper Shirley.
Date: Ongoing from 1 April 2018 - Southern Water will warn customers of the risk of discolouration by means of appropriate media during planned and reactive work in the following DMAs within the Rownhams 01 combined and Rownhams 02 WSZs: RW11 Belmont Road, RW17 Shirley Warren, Upper Shirley, and RW18 Aldermoor.

- Continually review performance to ensure the flushing frequencies detailed above are effective and alter frequencies where required.
Date: Ongoing for the duration of the Notice - Design and implement a real time monitoring system for the Rownhams 01 combined and Rownhams 02 WSZ distribution network to gain a better understanding of the networks operation and transient water quality trends associated with the risk of discoloured water reaching consumers taps.
Date: 30 November 2018 - Assess the data generated by the real time monitoring system detailed in step (b)9, consumer contacts and sample data from the network after six months of operation identifying any causal trends and hot spots where the risk of discolouration is highest.
Date: 31 March 2019 - Based on the findings of step (b)10 where appropriate revise the operation and maintenance strategy for the Rownhams 01 combined and Rownhams 02 WSZ distribution network to reduce the risk of discolouration.
Date: 30 November 2019 - After one year of real time monitoring and enhanced sampling, develop a long term strategy for the Rownhams 01 combined and Rownhams 02 WSZs to mitigate the risk of discolouration.
Date: 30 April 2021 - Undertake a programme of 110 Kilometres of mains replacement works in the Rownhams 01 combined, Rownhams 02, Alvington High and Brading Water Supply Zones to reduce discolouration complaints in the following DMAs:

- Undertake a further assessment of discolouration risk and confirm a programme of work in the region of 150 Kilometres of mains replacement works in the Rownhams 01 combined, Rownhams 02, Alvington High and Brading Water Supply Zones to reduce discolouration complaints.

(c) to audit whether the measures have been effective by the following means:
- Define a strategy for auditing the effectiveness of the above measures, to include;
Date: 30 April 2018- An enhanced sampling programme for iron, manganese and turbidity across the water supply zone.
- Continuous monitoring where available supported by an appropriate operational monitoring regime for iron, manganese and turbidity at Testwood water supply works.
- Record customer contact and complaint data in sufficient detail (including during events) to enable spatial and temporal analysis.
- Review of operational, compliance, consumer complaint and event water quality data and information until the revocation of this notice.
(d) Not applicable
(e) to provide the following information in the time and manner specified below to enable monitoring of progress towards the mitigation of the risk of supplying water that would constitute a potential danger to human health:
- Provide a progress report annually by 31 January and against the following milestones:
- Provide a report summarising the company’s conclusions from the analysis of data in step (b)10.
Date: 28 February 2020 - Provide a report detailing the audit strategy.
Date: Complete - Report the long term strategy for discolouration in the supply systems covered by this Notice and confirm the programme of work to deliver this.
Date: 1 September 2021 - Provide a report confirming the replacement of 110 Km of mains.
Date: 31 January 2026 - Provide a report confirming the replacement of the other 150Km of mains.
Date: 31 January 2031
- Provide a report summarising the company’s conclusions from the analysis of data in step (b)10.
- Review the risk assessment for Alvington High Level, Rownhams 01 Combined and Rownhams 02 water supply zones as required by Regulation 27(3) and subsequently submit a revised regulation 28 report accompanied by a signed board level declaration.
Date: As required during the lifetime of the Notice and within 2 months of the completion of all measures. - Submit a satisfactory completion report.

Failure by the Company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
