THE WATER SUPPLY (WATER QUALITY) REGULATIONS 2016 (AS AMENDED)

NOTICE UNDER REGULATION 28(4)

UNITED UTILITIES: HODDER WATER TREATMENT WORKS

T216 – Hodder WTW

Improvement Programme Database Reference number – UUT3692

THE SECRETARY OF STATE:

  1. has on 17 January 2017 received a report from United Utilities (the “company”) dated 17 January 2017 (the “Report”) which states that there is or has been a significant risk of supplying water from Hodder Water Treatment Works that could be unwholesome and potentially hazardous to health.
  2. GIVES NOTICE to the company under regulation 28(4) of the Water Supply (Water Quality) Regulations 2016 that it must satisfy the following requirements:

For risks associated with:

  • Turbidity
  • Cryptosporidium

Requirements

(a) to maintain the following measures for the period specified.

Date: For the duration of the Notice

  1. Optimisation of all existing treatment processes, where practicable, particularly particulate removal stages to meet the Badenoch and Bouchier recommendations
  2. Operation of all processes within defined operating ranges with appropriate triggers, responses and contingency procedures
  3. Critical control points in the treatment process are monitored and protected by alarm via telemetry and subsequent appropriate escalation procedures are in place to enable the process to return to normal operation.
  4. WTW process operated to requirements of the Site Disinfection Policy which is reviewed at routine intervals and when changes to the process occur.
  5. Compliance and operational data from the WTW and associated WSZs is reviewed as part of the company ongoing source to tap process
  6. Verification and calibration of water quality online monitors to manufacturer’s guidelines and/or company policy.
  7. Continuous final water monitoring for Cryptosporidium.
  8. Monitor turbidity as part of the routine sampling programme at the WTW final compliance point.
  9. If a water sample exceeds an internal quality trigger and/or regulatory standard, appropriate measures to protect public health will be implemented.
  10. The company will risk assess, define a procedure to document measures to prevent inadequately treated water entering supply.

(b) to review, revise and/or make operational the following measures, by the dates specified below:

  1. Tender contract to replace pressure filters.
    Date: Complete
  2. Failsafe automatic plant shutdown and Start Up to Waste to be installed.
    Date: Complete
  3. Award contract to replace pressure filters.
    Date: Complete
  4. Confirm schedule for replacement of pressure filters at Hodder WTW.
    Date: Complete
  5. Completion of work to replace pressure filters.
    Date: 31 January 2023

(c) to audit whether the measures have been effective by the following means:

  1. Define a strategy for auditing the effectiveness of the above measures.
    Date: Complete
  2. Implement the audit strategy outlined in (c)1 until the revocation of this Notice.
    Date: Complete

(d) not to supply water for regulation 4(1) purposes from Hodder treatment works

Not applicable

(e) to provide the following information in the time and manner specified below to enable monitoring of progress towards the mitigation of the risk of supplying water that would constitute a potential danger to human health:

  1. Provide a progress report annually by 31 January and against the following milestones:
    • Confirmation of audit strategy
      Date: Complete
    • Confirm schedule for replacement of pressure filters at Hodder WTW
      Date: Complete
    • Confirm completion of long term measures
      Date: 28 February 2023
  2. Provide confirmation of the contract award
    Date: Complete
  3. Review the risk assessment for T217 Hodder WTW and subsequently submit a revised Regulation 28 report
    Date: 2 months following completion of step (b)5
  4. Submit a satisfactory completion report
    Date: 28 February 2024

Failure by the company to comply with this Notice may result in enforcement proceedings under section 18 of the Act.
